There's a good source about EPEC >>>

Check it here.

Employment Pass Eligibility (EPE) Certificate

Who is it for?

If you are not a Singapore citizen and wish to work in Singapore, you have to first secure a job offer in Singapore. You then have to apply to the Work Pass Division, Ministry of Manpower Singapore, for an Employment Pass, to enable you to take up employment in Singapore.

With an EPEC, you will also be granted up to 12 months Social Visit Pass (SVP) to allow you sufficient time to look for a job in Singapore

When to apply?

You should apply for an EPEC only when you are ready to come to Singapore. You will still require the relevant visa to enter Singapore (if a visa is required) even if you hold a valid EPEC.

Where to apply?

Duly completed EPEC application form should be submitted via mail to the Ministry of Manpower at the following address :

Ministry of Manpower
18 Havelock Road
#06-01
Singapore 059764

Alternatively, you may also wish to submit via any of the following Contact Singapore offices in a location nearest to you.

Contact Singapore (Chennai)
Ground Floor (North Wing)
Karumuttu Centre
634 Anna Salai
Chennai 600035
Tamil Nadu, India

Contact Singapore (London)
Charles House, Lower Ground Floor
5 Regent Street
London, SW1Y 4LR
United Kingdom

Contact Singapore (Boston)
130 Bishop Allen Drive
5th Floor
Cambridge, Massachusetts 02139
USA

Contact Singapore (Shanghai)
Unit 1504, Plaza 66
1266 Nanjing Xi Lu
Shanghai 200040
People’s Republic of China

What documents to submit?

The following documents must be submitted to Contact Singapore to process your EPEC application :

A copy of duly completed Employment Pass Eligibility Certificate Application Form;
A copy each of all the applicant's academic and transcripts/marksheets (Translated into English if they are in other languages);
A copy each of all the applicant's professional qualifications (Translated into English if they are in other languages);
1 recent passport-sized photograph of the applicant taken within the last three months;
A copy of the Passport/Travel Document page showing the applicant's personal particulars.
Letter from the University is required if applicant is taking a twinning programme at a local institution
With effect from 15th Oct 06, applicants should :

- use the new EPEC Application form downloadable from the MoM website;
- submit verified true copies of all the applicant's academic transcripts/marksheets (Translated into English if they are in other languages)

All fields on the application form must be completed and all supporting documents stated above are required for prompt processing of your application. The processing of your application will be delayed if your submission is found to be incomplete.

What is the processing time for the EPEC?

The processing time for the EPEC application is 21 working days from the receipt of your application. You will be notified of the outcome of your application via email. The certificate will be mailed to successful applicants subsequently.

Where to apply for Social Visit Pass?

what i did was I sent my documents (hard copies thru a courier) together with the EPEC form sa friend ko na nasa SG tapos dinala nya yun directly sa Ministry of Manpower. If you'll ask me, I would advise you to ask your friend who's there na and follow what i did. mas mabilis nyong malalaman yung result. that's my opinion.

Once your EPEC application has been approved, it will be valid for 2 years upon the date of approval. Meaning, you should activate your EPEC within that 2 years. According to my friend na andun na sa SG, you have to activate it muna bago mag-start yung 1 year na pwede kang mag-stay legally to find employment.
